Demonstration activities

The specific aim of the demonstration activities is to determine which of the tools, method and approaches for emergency preparedness developed in the previous Framework Programmes and/or within the EURANOS project are ready for actual operational applications and where additional research and development is needed to enable operational use.

The scope of the demonstration activities in the EURANOS project is found in all three RTD categories: CAT1, CAT2 and CAT3. In each of the categories, the tools, methods and approaches that are deemed useful for emergency preparedness practitioners will be demonstrated under conditions which would as close as possible reflect operational conditions.

The demonstration activities are co-ordinated on the EURANOS project management level. The function of the Demonstration Project Manager, who bears responsibility for all demonstration projects, is established within the EURANOS management. Moreover, each of the demonstration activities is also supported by a specific RTD organisation, who is/was in charge of the development of specific tools and/or methods.

After completing each of the demonstration projects, the evaluation is performed against criteria established at the beginning of a project. This evaluation will corroborate which of the tools and/or methods are available for operational use with emergency preparedness arrangements. Those tools that are evaluated as appropriate will be endorsed for the dissemination within and external to the EURANOS project.

The demonstration activities are planned to be implemented in both phases of the EURANOS project. While most of the demonstration activities within the first phase are conduced with the tools and methods developed during previous RTD activities (i.e. the European Commissions Fifth Framework Programme), the second phase demonstration activities are mostly to be focused on the tools and method that are either newly developed or enhanced during the first phase of the EURANOS project. In addition, the demonstration activity is structured in a way that enables the definition and performance of new and/or additional demonstration projects where a need for those is identified.

The following demonstration projects are being implemented within the EURANOS project:

First phase:

• CAT2DEM01: Probabilistic Estimation of Source Terms from in plant data (SPRINT)
• CAT2DEM02: ENSEMBLE evaluation of long-range atmospheric dispersion forecasts from national weather and prediction services
• CAT2DEM03: Networking and processing of on-line data in decision support systems
• CAT2DEM04: Visualisation and evaluation of on-line data in decision support systems
• CAT2DEM05: User interfaces of decision support systems
• CAT2DEM06: Adequacy of the system results and their forms of presentation within the decision making process
• CAT2DEM07: Operation of decision support systems in a cluster environment with remote users of different access rights within one country
• CAT2DEM08: Shared use of and data exchange between decision support systems installed in neighbouring countries
• CAT2DEM19: Application of the MOIRA DSS to evaluate rehabilitation strategies for contaminated freshwater bodies at the local or regional levels

Second phase:

• CAT1DEM01: Handbook for the management of contaminated food production systems
• CAT1DEM02: Handbook for the management of contaminated inhabited areas
• CAT2DEM09: Integration of probabilistic source term information in decision support systems
• CAT2DEM10: Use of monitoring data for improving analyses and prognoses of the radiological situation (data assimilation)
• CAT2DEM11: Visualisation of on-line data and off-line measurements (graphical presentation) and their evaluation (graphs, numerical form)
• CAT2DEM12: Transfer and visualisation of results of decision support systems in GIS based systems and Microsoft documents
• CAT2DEM13: Operation of the decision support system in a cluster environment with remote users with different access rights in different countries
• CAT2DEM14: Generic framework for integrating decision support systems in national emergency management arrangements
• CAT2DEM15: Early phase application of advanced decision support systems in national emergency management arrangements
